The Development Project of NCIC from 2007 to 2012
(Adopted by the faculty on September 1st 2007)
1. Five-year development goals
The execution time of the program is from September 2007 to August 2012. The program is designed to ensure that the educational requirements of NCIC are met and to to ensure the development of the students in accordance with the principals of humanitarianism, comprehensive skills, and personality.
We implement Party’s educational policy, persist in the “two-track running” mode, carry out “Attractive NCIC Plan”, deepen the educational reform, and make all efforts to establish NCIC as a “Provincial Three-Star High School” with a high quality education and many features of distinction.
2. Periodical objectives
First stage (from 2007 to 2009)
The school will comprise of 50 senior classes. All efforts will be made to improve the conditions of the school, to promote the quality and standards, and to affirm school-based distinctive highlights.
Second stage (from 2010 to 2012)
The school role will now extend to comprise 78 senior classes. The number of first undergraduate students who enroll in the University Entrance examination will be more than 400, and NCIC will be awarded status as a three-star high school.
3. Specific Objectives
Leadership construction objectives
To build a leadership with a sound structure, contemporary educational thoughts, and an educational philosophy versed in teaching and school management services. This leadership will demonstrate strong educational research ability; it will have integrity, be public-spirited, democratic, creative, pragmatic, truth-seeking, pioneering and have the ability to lead by example.
To strengthen party-building, establish party committees, and develop a vanguard and exemplary role of the Communists.
To establish a set of operational systems for middle-level cadres, designed to promote young teachers who are good thinkers and have style and professional standards.
To establish the mechanism that cadres could be ready to accept a higher or a lower post.
To foster the development of middle-level cadres, allowing them management opportunities in school education and teaching work to accumulate experience and practical training.
Teaching Team Construction Objectives
To develop high-quality teachers who embrace the new education concept; who function at a high professional level; who have strong research ability, good psychological quality, noble professional ethics and are dedicated to their profession and students. They will be cooperative, pragmatic, and skilled at verbal instruction.
Full-time teachers will hold a Bachelor Degree or above; 100% of teachers will be qualified with compulsory subjects; more than 80% teachers can plan to open an elective subject through their expertise knowledge and requirements of school curriculum and can guide students to develop comprehensive practical activities.
To establish school as a famous brand in itself.
To cultivate a backbone of influential teachers within the county.
Scientific Researches and Teaching Reform Objectives
The school scientific research sets “executive-led, expert elicitation research, faculty participation" as a principle and has a sound scientific management system. Each subject group has a research project with specific problems of teaching as the starting point of the research.
To conduct good research by increasing the educational scientific research funds, awarding scientific activities, and recommending scientific research outside to expand the influence of the school.
To promote new curriculum reform, exploring the curriculum implementation in ways appropriate to teachers and students. Strengthen the development of school-based curriculum implementation in ways that are creative and can best realize students’ potential. Actively carry out environmental courses and activities.
School Moral Education Management
To explore and build a new mode of education with features of the times – independent student learning, a more sophisticated system with students and teachers making progress together.
To complete the structure of a system with full participation and initiative and establish a more comprehensive "school - family - social" network pertaining to moral education.
To apply moral education to the work of various teaching subjects, teach knowledge and provide services with remarkable results; to continuously explore new ways to introduce moral education into the network. To require moral objectives to meet the different school-age student development regulation, form progressive science levels and demonstrate strong relevance, effectiveness and initiative.
To cultivate students to be good citizens with keen political awareness, a strong sense of innovation and a positive sense of co-operation, and to improve the psychological quality with a worldly outlook on life. Students will embrace positive values, morals and ethics, and develop habits of civilized language and behavior.
To enhance a habit of observing law and discipline for students and to support students in need; a crime rate of zero.
To establish combination of soft and hard environments and the integration of a distinctive and diverse campus culture embracing a variety of student club and community cultural activities.
Teaching Management Objectives
To establish a school curriculum committee in which teachers, parents and students can participate to build the school curriculum, and to formulate plans of the school curriculum development according to the national curriculum and school programs. Over 80% of teachers can open one or more elective courses and and can guide the students to practice and conduct comprehensive research study.
To creatively implement the national curriculum programme providing diverse elective courses which can basically meet the needs of students and school-based curriculum. The programme will help all students to participate in research based learning, community service and social practice, labor, and technological education – all of which which play a full role in the new curriculum.
To optimize class teaching fully using modern teaching methods and multimedia-aided teaching of all subjects; class coverage will be more than 80%.
To actively reform teaching and learning methods and overall development of students, guiding students to independent research, giving full play to the students’ own initiative and creativity to establish democracy, equality, harmony, an interactive teacher-student relationship and teaching environment, and to improvie classroom teaching quality. To establish a feedback system and to attain the proportion of good lessons of not less than 90% in which the proportion of outstanding lessons not less than 15%.
To fully show chemistry, biology experiments and an open standard technology course; for all high school graduates to pass examinations in Information Technology, English Language Proficiency and to achieve Standards 9 of the Comprehensive National English curriculum; to use Mandarin as the school language where the expressions and characters will meet the school requirements.
Sports and health management objectives
To implement policy of "health first", to observe national and provincial laws and regulations related to school sports, to hold school sports activities and various individual competition each semester, and to ensure that students have one or more hours per day of physical exercise to reach a good standard of fitness.
To enhance extra-curricular sports activities, actively develop group activities, do a good job of sports training, and to actively organize students to participate in competition.
To implement national and provincial school health rules, focus on students’ mental health education, and to build psychological counseling rooms equipped with full-time school psychologist.
To achieve a level of myopia in students of less than 3%.
To ensure students healthy physical and mental qualities.
Aesthetic management objectives
To build art and music rooms equipped with both full-time and part-time teachers offering the art curriculum to the standard of national and provincial requirements, and to carry out a variety of art activities like arts exhibitions annually in December.
To cultivate a sense of aesthetics for students.
To organize students to participate in community work as volunteers, attending school hygiene work such as cleaning the school and working in winter and summer holiday.
Campus environment objectives
To accelerate the pace of each project in school. In August 2008, library, laboratories and student hostels were decorated to be put into use.
To clean and plant the campus and to cultivate a sense of responsibility of protecting the environment.
To make the campus a traditional and modern natural ecological garden.
Facilities and equipment management objectives.
To complete the inventory of equipment to meet the requirements of teaching at the national standard.
To build a multi-information network and a modern office management system; to have a multi-machine scene and multimedia computer platform with access from all classrooms to meet the requirements of teachers and students.
To build a digital reading room, reference rooms and libraries and all other resources to meet the needs of teaching and learning.
To complete sports-health equipment to the standard of Jiangsu province requirements.

4. Attractive NCIC Plans
Building a harmonious NCIC
• Build a co-operative, harmonious and hard-working team
• Care about the faculty
• Make a fine job of teachers’ dining room
• Give best wishes to faculty on their birthday every year.
• Support teachers with financial needs
• September 20th as a “heart-to-heart” talking day monthly.
• Facilitate professional development of each teacher
• Organize training course for teachers regularly
• Develop school-based training series
• Formulate and implement a teachers’ reading plan
• Implement projects of training and scientific research project
• Help young teachers pass the tests of morals, skills, management and research in teaching
• Establish five positions for teachers: ’chief’, the ’leader’ of the subject, the ’backbone’, the ’outstanding’ and the ’qualified’, gradually increasing the pay

• Teachers set a personal growth goal for students and write comments on them each semester.
• Students write a letter to their parents each half semester, and tell them the best performance they have done.
• Help students in need.
• Set up all kinds of scholarships and awards.
